Gov. Gregoire and Senate push state response to global warming

For the past several years, WashPIRG and Environment Washington have led the way in advocating for state and local actions to address global warming. State and local responses help make up for the lack of federal action and, as more states act on global warming, Congress is more likely to adopt a national cap on emissions and a renewed interest in an international solution.
